This guide is designed to help social workers to manage and complete a comprehensive and evidence-based permanence report for a looked after child. It is to be used by assessing social workers to complete a Child’s Permanence Report using the CoramBAAF Form CPR (for England).
The guide looks at Parts 1, 2 and 3 of the form, along with Section C, which pull together information about the child; possible contact arrangements with the child and birth family members or other significant people; and a summary of the actions of the adoption agency, along with recommendations on the merits of different orders and future contact.
Each section of the guide presents a list of trigger questions that can facilitate further discussion, and reminders of which details should be included in the report.

Author
Elaine Dibben has over 20 years’ experience of working in adoption and fostering in local authority and voluntary adoption agency settings. She was manager of the Independent Review Mechanism, which she set up, until taking on a role in BAAF as a trainer consultant. She is now CoramBAAF’s Adoption Development Consultant alongside acting as a panel chair for both adoption and fostering panels.
